Background

Orange County Airport, also known as John Wayne Airport (JWA), ranks as the tenth busiest airport in the United States. A new 337,000 square foot passenger terminal was constructed as part of a $310 million airport expansion program. After this terminal was opened in 1990, a significant increase in both private and commercial airline traffic occurred. Facilities at the airport are maintained by a combination of the in-house Airport Maintenance Department, the Orange County General Service Administration, and contractor personnel. Due to county budget restrictions and increased maintenance requirements, especially for the complex state-of-the-art systems in the new terminal, airport management determined that improved maintenance efforts and budget tracking capabilities were essential. As a result, airport management issued a Request for Proposal for consulting services to assist in the selection, implementation and training of staff in the use of a computerized facilities maintenance management system (FMMS) and the development of an airport preventive maintenance program.

Prime Contractors Role

A prime consulting engineering team was retained to assist the John Wayne Airport Maintenance and Information Systems Departments in identifying requirements for selection and implementation of a commercial, off-the-shelf FMMS; and in preparing and implementing an airport preventive maintenance (PM) program.

Parsons Brinckerhoff was the prime consultant on this project. Holmes and Narver Services were subcontractors providing field data collection services. Four Winds was the integration and training contractor.
